The remains of a bootprint firmly embedded in his back, Pants!Will slowly pulled himself to a (humanoid) upright sitting position on the lawn, trying to get his bearings.

Having brushed herselves off, Sam turns her focus toward the arch.

Whereas before, Sam wouldn't hesitate to wade into the crowd, this time she exerts her will to create a very definite space between her and the arch where nobody wants to be all of a sudden.

Then, the three of her stride with purpose in that direction.

Trying to exert her Telepathy Sam suddenly finds she's not very aware of the minds around her anymore, with the exception of the sense of her two wolves and a few scattered spots around the plaza that are... not nearly as vibrant and chaotic as the kind of minds she's familiar with. People still step out of her way, because she's three people moving in unison and with purpose but their minds are oddly absent from her perception.

"I did not come prepared for this," Will frowned, watching Sam, Sam and Sam walk away.

He finished pulling himself to his feet, and trotted after her, still dazed and out of it.

Something finally seems to click in Tereza's head. "She can take care of herself." She grabs a man who appears to be frozen in shock and shoves him towards the people leaving, growling the instruction to "take him with you." The growl is accompanied by fog rolling out of her mouth and frost forming around her jaws before she exhales a blast of cold and ice, building walls of ice behind the fleeing groups of people.

Directing people to help and shaking them out of their panic works well, especially when the instruction come from an ice-breathing werewolf while the ice-walls steer them clear of running into potentially more danger. And slowly but surely the plaza thins out a bit, making it easier for the remaining people to steer clear of uncontrolled mutants and also giving Conduit a less target-rich environment for subsequent shots.

Stephanie followed Tereza’s lead and played werewolf traffic cop / sheep werewolf, herding that frightened crowd out of danger.
