Basil has no idea what tangent Chase is off on yet again, instead starting to analyze what little information Chase has given him. He began to pace in circles slowly near Weikun. It would take him a minute, maybe two, to pick apart everything Chase had given him to come up with an answer for him. As he passed Weikun, he ripped the tape from her mouth unceremoniously. He needed her, for the moment. He needed a reaction from her to try to gauge which of the two things he was about to say were more likely.
He did not explain any of that to her however and went back to pacing as he spoke, acting as if he wasn't watching her even though he was. He was looking for any tip off he was on the right trail.
"If their bodyguards were all Yanks, then the target was likely a Yank. Jeremy McApplepie isn't exactly known for faffin' 'bout these parts solo, let alone in groups, so the likelihood of the target being a different nationality than their entourage is extremely low.
Now you just need to determine if they were American celebrities or delegates from the summit. If they're a celebrity , they'd likely be taken back to their hotel even though that's not the safest place to be. Celebrities were normal people before they became famous, so they don't understand how much danger they may or may not be in in terms of the world at large, and as such celebrity hired help tends to be rubbish. There's a few hotels popular with the Americans.
However if it was a delegate, then I've already given you your answer. They'd be returning to their embassy. It's what you do when you're in a country and a hostile situation goes down. Good security would know that.
