Moscow, Russia - Officials from Russia's Federal Migration Service announced a new program designed to help mutant refugees from 'other countries where mutants are actively persecuted.' Flanked by several members of Russia's state-sponsored hero team, the Director of the service said that Russia will be establishing special channels for mutants who want to immigrate to Russia as well as providing government assistance to get them settled and working.

Several prominent mutant rights organizations announced skepticism about the new program. When asked for comment, a spokesperson for X-Corp said, "While we applaud the concept, Russia's history on human rights leaves grave doubt as to how sincere they are in their new stance on mutant rights. At present we are advising mutants seeking help to find one of the established agencies until Russia can prove their commitment to change."

When asked to respond the to skeptics, the Director of the FMS said, "Anytime someone tries something new, there is skepticism from the old guard. No one knows that better than Russians. We see a problem in the world and we are moving to assist in a way that makes sense to us and will benefit Russia as a whole."

Russia encourages mutants interested in the new program to make an appointment at the nearest Russian consulate.
